Intro: Chef de Cuisine achievement

Including the latest two added to WotLK, I believe there are now 163 recipes in total.

Of these:

16 are Alliance only

8 are Horde only (7 with patch 3.1)

1, [Thistle tea], is a BoP only available to Rogues

and the last one is arduous to get:
Recipe: Dirge's Kickin' Chimaerok Chops.
This epic recipe involves a chain that requires a great deal of faffing about, getting Neutral with Brood of Nozdormu, lopping heads off dragons, that sort of thing. Alliance only cooking recipes

Kendor Kabonka sells 10 of 16 of the Alliance only recipes, some of which can also be had from various quests. He can be found in Pig and Whistle Tavern in Stormwind's Old Town.

(Quest) [Recipe: Dig Rat Stew]
This is only available from the quest: Dig Rat Stew;, given by Grub, found east of Crossroads, in The Barrens. (Needs at least level 90 cooking to get this).

Note however that, according to WoWWiki, in the 3.10 patch Grub will sell copies of [Recipe: Dig Rat Stew] to players who completed the quest. It doesn't say so, but one would assume or at least expect this to be true for the Alliance quest cooking recipes too.

MORESO note that from patch 3.1 Prospector Khazgorm, found in Bael Modan in southern Barrens, will sell the recipe for Dig Rat Stew to the Alliance, thus removing this tan the Horde only list.

Neutral

Other Horde recipes available to the Alliance via neutral vendors

I would say the most commonly missed recipes available to Alliance are the [Recipe: Carrion Surprise] and [Recipe: Hot Lion Chops], both [limited] stock from the Vendor-Tron 1000, which only loads for a few minutes an hour when the Cork Gizeltons' trade caravan pauses for rest at Kormek's Hut in Desolace.

The Sporeggar recipes in Zangermarsh tend to be overlooked too.
